Automatic Texture Pack Changer

I am a java programmer and want to implement the automatic texture pack changer on my server. I was just curious how The Voxel Box went about doing this. I assume it was some client side code and a database server side to do this.

If this is included in a Voxel Plugin that was released I was not able to figure this out and that is why I am posting this.

I would appreciate any help in setting up my server with this lovely feature
