Is the VoxelModPack required to play on the server?

No, but it is necessary to take advantage of many of the things on the server.

To view the chat bubbles and utilize the auto texture pack changer maybe with a few more things, the mod pack is required. plus the mod pack includes all 4 of the server texture packs so no extra steps to get the texture packs
