You get 3 greylist attempts. If you use up all 3 then you can't apply again. You could use the greylist/whitelist policy (basically a friend vouches for you, but if either of you mess up you're both gone). I don't know about any other special circumstances that you can get in.

So yeah, check out the wiki, maybe for your builds post in community critique and get some feedback, but most importantly show that you're a nice person to have around.

Reading the wiki and forums is a great way to improve your chances, If you do read the forums you will see that the same question has been asked many times before and is also addressed in the wiki

SO basically, Apply 3 times, if all get denied.
You'll need a friend to get accepted, and then ask for you to be graylisted.
